Internal adaptation: shall be developed for clinical medical service, with climate-controlled environment. The equipment shall be designed to provide service with microbiological safety in the internal environment as established in the terms of reference, developed in accordance with the requirements set by the National Health Surveillance Agency (ANVISA).

Active air decontamination technology against microorganisms: to ensure biological safety of the unit against microorganisms such as bacteria and viruses (including COVID-19), an active air decontamination system shall be provided to promote disinfection of air and surfaces, considered for all environments, providing air decontamination through oxidation induced by ultraviolet light in the UV-C spectrum at a frequency of 254 nanometers on an alveolar surface impregnated with metals such as titanium dioxide, silver and copper, in addition to a hydrophilic coating. Oxidants generated in this process must be hydroxyl radicals, hydroperoxide radicals, superoxide ions and hydrogen peroxide in gaseous state. White color; the edges, internal joints, shall be built in such a way as to avoid pointed formations, in order to increase safety and favor local cleaning. The interior shall be free of sharp corners, all edges shall be rounded and/or beveled. Anything that constitutes an obstruction to the head and that may be dangerous to people shall be avoided. The panels shall be installed in such a way that there is no flexing, deflection, warping or vibration; under the coating thermal/acoustic insulation shall be provided in order to reduce the impact of external temperature inside the mobile unit, the thermal insulation shall be applied through PU (polyurethane) insulation boards with at least 30 mm thickness and at least 36 kg/m³ density, installed on the ceiling, sides (except windows), rear, between the external sheet and the internal coating; boards fixed with high-resistance double-sided adhesive tapes, solvent-based, permanent bonding, compensating thermal expansion of the integrated parts and high mechanical performance;

marine plywood – technical specification: selected wood veneers, overlapped in alternating direction, one by one in an odd number, with face veneers in the same direction; face (external veneers) and core (internal veneers) of reforested pine; glued together with phenolic resin WBP ISO 9001 certified, 100% waterproof: LD 380 g/m² and with minimum solids content of 35 percentage points; pressed at an average temperature of 135ºC and specific pressure of 15 kg/cm².
Vinyl runner. Technical specification: high-performance material, at least 1.6 mm, semi-flexible, vinyl plates reinforced with quartz, homogeneous marbled composition throughout its thickness, ensuring color and pattern throughout the entire life of the product. The wear surface receives factory treatment with three layers of high-quality metallized emulsion leaving a soft gloss on the smooth surface – which makes maintenance easier and cheaper. The underside surface has a fine rough texture to provide better adherence to the subfloor.

The furniture design shall contemplate its proper positioning in the vehicle, aiming at maximum use of space, fixation of equipment, safety of occupants (without sharp edges) and asepsis of the vehicle; it shall have a locking mechanism dispensing with the latch; all shelves shall have front stops of approximately 30 mm, in order to hinder materials from falling when the vehicle is in motion; recessed handles made of aluminum; cabinet doors with combination lock keys. The design and arrangement of cabinets shall be approved by the contract executing committee before the start of their manufacture.

Canvas waterproofed and sealed with elastic, single-component, low-modulus sealant, which cures with air humidity, polyurethane-based, white color (suitable for movement and connection joints in internal or external applications). technical qualification: CREA – Regional Council of Engineering and Architecture; prove that the bidding company or the company responsible for the implementation and customization is registered with CREA; prove registration with CREA of the responsible mechanical engineer; prove the link between the bidder or the company responsible for the implementation and customization and the responsible engineer, the proof may be made through the following documents: duly signed Work and Social Security Card (CTPS), updated articles of association proving the participation of the professional in the company, or employment contract, prove the link through ART of position and function with the respective registration of position and function with CREA; present the technical record of the professional, proving previous experience with the execution of mobile health units, through the CAT – Certificate of Technical Record, of the professional, with registered certificate, in compliance with Resolution No. 1.025, of October 30, 2009, of CONFEA, which appears in the records of CREA – Regional Council of Engineering; this professional shall be the liaison element between the contracted party and the contracting party during the execution of the contract and shall participate directly in the development of activities at all stages of the object in question; in a complementary manner, the bidder shall indicate an architecture professional with experience in hospital/clinic architecture projects and/or mobile health units, the technical responsible person indicated for the development of the internal architectural layout (architect responsible for the development of the internal environments of the unit – internal layout) must have registration with CAU – Regional Council of Architecture and Urbanism and prove previous experience through a Certificate of Technical Record issued by CAU.
regarding the proposal the bidder shall inform in the price proposal: the brand, model and version of the vehicle and of the onboard equipment, shall list in a single document the equipment offered, technical brochures from the suppliers, including images, ANVISA number, in accordance with the specification of the equipment and requirements, description, characteristics, technical specifications that clearly demonstrate the compatibility of the products offered; the simple transcription of the specifications contained in the terms of reference is forbidden.
Declaration that it will provide technical assistance for the vehicle, in the destination state, in an appropriate place, with personnel and equipment suitable for the service;
in a complementary manner to the requirements of the item (air conditioning) the bidder shall present: reports of antiviral efficacy proven by the international ISO 18184 standard adapted to viral models and antibacterial efficacy proven by the international JIS L 1902 standard; present preliminary design of the system indicating the equipment that composes the system;
in a complementary manner to the requirements of the item (active air decontamination technology against microorganisms) of the product specifications, the bidder shall present:
● efficiency validation study from national official bodies;
● IPT (Technological Research Institute) test report proving reduction of microorganisms reaching at least 80% reduction in 24 hours of operation;
● these documents shall be presented with proof of link with the adapting company and bidder, ensuring full compliance with the prerequisites of proposal, supply and warranties.
in a complementary manner to the requirements of the item (dental and medical equipment) of the product specifications, the bidder shall present:
● present registration with the Ministry of Health issued by ANVISA and Good Manufacturing Practices (GMP) certificate according to Resolution: RDC 59 – National Health Surveillance Agency – ANVISA, of the manufacturer.
● the bidding or implementing company, when not being the manufacturer of the dental equipment, shall present a letter of solidarity from the manufacturer, regarding the fulfillment of the warranty with authorization for implementation in mobile unit, these documents shall be presented together with the technical description of the vehicle under penalty of disqualification;
in a complementary manner to the requirements of the item (awning) of the product specifications, the bidder shall present:
● declaration of conformity: requirement EN 13561:2004 and tested for outdoor use. Wind resistance: class 2.
preliminary project – present, with the qualification documents, preliminary project in 3D, considering floor plan, elevations and sections, electrical diagram for technical analysis by the committee; the project shall be signed by the responsible engineer;
CAT and CCT – present CAT – Certificate of Compliance with Traffic Legislation issued by DENATRAN, of the vehicle offered in the motorhome modality; present CCT – Technical Capacity Certificate issued by INMETRO, of the vehicle offered in the motorhome modality;
subcontracting: if subcontracting of implementation/customization is necessary, the bidder shall prove the link through a service provision contract with notarized signatures. Technical documents such as certificates, attestations, declarations from the subcontracted company will be accepted.
note: the bidder that does not prove its qualification shall be disqualified, either for failing to present any of the required documents, or for presenting them in disagreement with what is established in this notice. Diligences may be carried out in order to verify the truthfulness and conformity of the documents presented.
