Description of the conversion:
Internal covering: installation of thermal-acoustic insulation with flame-retardant action as to flame propagation (CONTRAN 498/14); anti-slip fiberglass flooring without joints for total sanitization, according to ABNT NBR 14.561/2000; internal covering on the side walls and roof in PRFV (fiberglass reinforced plastic), without joints, according to ABNT NBR 14.561/2000.
Cabinet:
Upper cabinet on the left side made of fiberglass, with sliding acrylic doors; one countertop for accommodation of equipment and medicines made of fiberglass, approximately 1 m long by 0.40 m deep and 0.70 m high from floor to countertop, fully sanitizable according to ABNT NBR 14.561/2000.
Seats:
01 rotating seat for the physician beside the stretcher, upholstery in high-resistance courvin or similar, with 3-point seatbelt, according to ABNT NBR 14.561/2000;
01 bench-type seat made of fiberglass on the lateral side for 03 persons with individual seatbelts, upholstery in high-resistance courvin or similar, with headrest, reclining seats and individual backrests, according to ABNT NBR 14.561/2000.
Stretcher:
Retractable stretcher with minimum length of 1,900 mm, headboard facing the front of the vehicle, with folding legs, scissor-type system, provided with 04 swivel castors made of materials resistant to oxidation, solid rubber wheels, braking system. With safety lock to prevent involuntary folding of the stretcher legs when in the extended position, designed to allow quick removal and insertion of the patient into the vehicle compartment through a leg-retraction system actuated by the stretcher’s own momentum into and out of the compartment, allowing operation by only one person, 03 seatbelts fixed to it, one of them with a 04-point system for securing the patient’s shoulders and chest, equipped with quick-release buckles, ensuring perfect safety and quick release without risk to the victim, provided with a system for elevating the patient’s torso at least 45 degrees and with a minimum warranty of 24 months. “. Equipped with an impermeable, washable stretcher mattress, without zipper, with internal foam of density 33 kgf/m³.
Electrical system: internal lighting with 03 ceiling LED luminaires; 01 boarding headlight installed above the rear door, with independent activation and manual vertical adjustment of 180°; 02 internal 2P+T 110 VAC outlets; 02 internal 12 VDC outlets; 400-watt voltage inverter; front linear bar signal light with 03 injected polycarbonate lenses in red, minimum length 690 mm, minimum width 290 mm, minimum of 05 front blocks, 05 rear blocks and 02 side blocks, each block containing 04 LEDs of at least 3 watts and deflector lens on each LED; the control module shall allow the generation of luminous effects that characterize the vehicle stopped, in motion, and in emergency situation, with at least 10 distinct flashing luminous effects; acoustic siren with amplifier of at least 100 W RMS power @ 13.8 VDC, 03 (three) distinct tones, frequency response from 300 to 3000 Hz and sound pressure at 1 (one) meter of at least 128 dB @ 13.8 VDC with a single loudspeaker; 02 signal lights at the rear part of the ambulance in red, with minimum frequency of 90 flashes per minute when activated, with injected polycarbonate lens.
Oxygen therapy: oxygen system with support for 03-liter cylinder; installation of a 03-liter oxygen cylinder with valve and pressure gauge; three-point oxygen rail with flowmeter / aspirator / humidifier.
Ventilation/windows: air conditioning in the patient compartment; installation of 01 ventilator and 01 extractor with fiberglass protective dome; sliding-glass window with frosted film on the side door; communication window with sliding glass at the partition between the driver’s cabin and the patient compartment.
Other items: ceiling-mounted grab rail; installation of 01 IV pole fixed to the grab rail; finishes in sikaflex (sealing of all existing corners); reinforcement fixed to the floor under all stretcher wheels in aluminum; reverse gear audible alarm; standard ambulance livery; delivery of the ambulance via platform (tow truck), delivered 0 km.
Technical specification
Documents to be submitted with the commercial proposal after accreditation:
The company shall present, vehicle safety reports, and together with the commercial proposal the Certificate of Compliance with Traffic Legislation – CAT, referring to the transformation of the vehicle, specifying: make/model/version, together with the basic adaptation project “descriptive memorandum”, pursuant to DENATRAN Ordinance 190/2009, in the name of the bidding company.
Proof that the product to be used in assembling the visual signaling system meets the specification established in this Terms of Reference, through a certificate issued by the manufacturer or supplier, to the transforming company.
Proof that the product to be used in assembling the acoustic signaling system with amplifier cannot generate electromagnetic noise or any other type of signal that interferes with radio or mobile phone reception. A report must be provided proving compliance with SAE J575 and SAE J595 standards (Society of Automotive Engineers) regarding vibration, moisture, dust, corrosion, deformation and Class 1 photometry for the luminous signal device and ruby-colored auxiliary lights and Class 2 for auxiliary lights of other colors, when required; catalog and/or brochure of the signal device written in Portuguese shall be presented.
Vehicle safety reports shall be presented: flammability to meet CONTRAN 498/2014 regarding non-metallic interior coatings of the patient compartment for the following items: thermal insulation, side wall covering, ceiling covering, floor covering, door coverings, partition covering, and seat upholstery; stretcher anchorage tests and registration of the products with ANVISA.”
Anchorage test of the seat belt of the storage-bench seat installed in the patient-care compartment in the vehicle body, pursuant to ABNT NBR 14561:2000, in the name of the transforming company;
Anchorage test of the three-point seat belt of the physician’s seat, pursuant to ABNT NBR 6091:2015, in the name of the transforming company;
Flammability report of the ABS coating.
Declaration that the ambulance coating contains antimicrobial additive compliant with JIS Z 2801:2000 and CONTRAN Resolution 498, with proven traceability, in the name of the manufacturing company for the transforming company.
Certificate(s) proving aptitude for supplying goods compatible with the object of this procurement, issued by a legal entity under public or private law in the name of the bidding/transforming company.
Proof of registration or enrollment certificate of the company with the Regional Council of Engineering and Agronomy (CREA);
CREA registration certificate of the engineer responsible for the company.
Report of the oxygen hose; report of the compressed-air hose.
Acoustic and visual signaler – certificate of conformity or laboratory test proving that the visual signaling system to be supplied meets the following standards, in their respective latest editions:
SAE J575 – visual signaler
SAE J595 – Class 1 red – visual signaler
SAE J578 – visual signaler
SAE J845 – Class 1A red – visual signaler.
External lighting – notarized copy or original laboratory test proving that the sequential external luminaires comply with SAE J575 and SAE J595 standards;
Strobes – notarized copy or original laboratory test proving that the strobes to be installed in the headlights comply with SAE J575 and SAE J595 standards.
Declaration in the name of the transforming company authorizing the commercialization of its vehicles and the use of its documents.
Include, together with the proposal, the Technical Test Report of Thermal Comfort in Passenger Transport Vehicle, RT:2303/23 or RT:2310/23, in the name of the bidding company. Warranty: 12 months.
