New vehicle, 0 km, van adapted for ambulance type A – basic removal, with minimum power of 160 hp; maximum torque of at least 38 kgf•m; cargo compartment of at least 7.5 m³; gross vehicle weight (GVW) of at least 3,500 kg; rear-wheel drive, low roof, capacity for 01 (one) driver and 02 passengers in the cabin, electric windows in the front doors, lateral sliding door and double rear doors, steel wheels and tires with factory-original load capacity. Fuel tank with minimum capacity of 65 L, minimum ARLA32 tank: 17 liters, manual transmission with at least 6 (six) forward gears and 1 (one) reverse, painted white; air conditioning, electric locks, radio with USB and Bluetooth input, modified for vaccination room under responsibility of the supplying company, complying with current regulations regarding the control of pollutant gases; technical specifications required by CONTRAN and CONTRAN Euro VI. Minimum warranty of 12 (twelve) months. The initial warranty period shall be counted from the date of signing the final receipt certificate of the vehicle.
Adaptation for ambulance
Air conditioning for patients. The patient compartment must comply with the provisions of ABNT NBR 14561, as well as the requirements of MS Ordinances No. 2048/2002, 1863/2003 and 1864/2003, in addition to other applicable current legislation, and must contain at least the following characteristics: thermal and acoustic insulation in thermal, acoustic and anti-allergic blanket. Proof must be presented through a report included in the proposal envelope; internal coating of the side panels, walls and wheel housings (if exposed) must have identical coating to the walls, which shall be covered with washable material resistant to cleaning and disinfection processes common to hospital surfaces, with minimum thickness of 3 mm, molded according to the geometry of the vehicle, in acrylonitrile butadiene styrene (ABS), and all materials must comply with CONTRAN Resolution No. 498 of July 29, 2014, and the JIS Z 2801:2000 (antimicrobial) standard in its composition, proven by a report issued by a regulated company, the manufacturer also linked to the supplying company and to the bidder, allowing traceability, which shall also be presented in Envelope 1 together with the technical description of the vehicle and internal layout; leveled floor in marine plywood or similar with 15 mm thickness, with application of high-resistance vinyl mat or similar, with sealing system; on the original vehicle wall between the patient compartment and the driver’s cabin, with communication window between the cabin and the rear compartment; installation of a side window on the sliding door in the patient compartment; fixed windows, ambulance standard, with white film, installed on the rear doors; overhead cabinet installed on the left side: cabinet on only one side of the vehicle (left side). The doors must be equipped with latches to prevent spontaneous opening during vehicle movement. It must have an overhead-type cabinet; a tourist-type bench installed on the original partition of the patient compartment, with capacity to seat 03 (three) people, with seats, backrests, upholstered in vinyl or similar high-resistance material, equipped with abdominal-type seat belts; trunk-type bench with a single seat surface, to accommodate 3 seated persons or one person on the rescue board, with individual seat belts. 01 retractable stretcher manufactured with tubular aluminum structure, swivel casters, foam mattress covered in impermeable material, with adjustable head elevation and safety belts of at least 1.90 m; (technical report of the stretcher must be presented). 01 tubular grab rail installed longitudinally on the ceiling, encapsulated in rubber, with four fixing points. 01 removable IV/ plasma support installed on the grab rail; support for a 16-liter oxygen cylinder; installation of an oxygen network containing two 16-liter oxygen cylinders with valve and pressure gauge, triple rail (a) ventilator feed; (b) oxygen flowmeter and humidifier and (c) venturi-type aspirator), three-meter braided oxygen hose, pressure regulator, pressure gauge, flowmeter and silicone mask with transparent hose.
Complementary accessories and equipment attached to the vehicle: LED visual warning light, linear or arc format, with 11 modules with 4 LEDs of 3 watts and single lens, base made of ABS and reinforced with high-mechanical-resistance extruded aluminum profile; dome injected in polycarbonate with UV treatment, impact- and discoloration-resistant; 3W LEDs (ultra-high-brightness category – latest generation), evenly distributed allowing 360º visibility, equipped with collimator lens that intensifies the visual effect of the equipment; various emergency signaling functions; 3 traffic-movement signaling functions; supply and installation of one rear boarding LED light (3W), super white. 12V / 110V inverter with 800 watts continuous output. Auxiliary battery 90 amp. 02 (two) 110V outlets installed on the left side below the upper cabinet with at least 35 cm distance from the oxygen therapy connections. 06 (six) internal LED fixtures installed on the ceiling. Flame-retardant electrical cables. 02 (two) pulsing LED warning lights at the rear, in red color. 01 (one) rescue board, polyethylene, yellow, with safety belts. Red graphics composed of the word “AMBULANCE” inverted on the hood and normal on the rear. Must include all equipment required by Brazilian traffic legislation, duly approved by the competent agencies, vehicle safety reports and the CAT (Certificate of Technical Adequacy) of the company performing the transformation.
Tire sealing: sealing system. Professional sealant for use in extreme conditions as well as military vehicles; composed of Kevlar fiber, aramid, ceramic, solid polymers and rubber. Physical high-performance shielding sealant (must not contain adhesive-based chemicals). Indefinite shelf life. Must not contain harmful glues or adhesives to the wheel and tire assembly, allowing tire retreading. Highly water-soluble. Prevent and permanently repair punctures without the need for future repairs. Recover already punctured tires. Recover small bead fissures as well as porosity caused by retreading that generates bubbles in the tires. Reduce tire temperature by up to 30 degrees Celsius through capillarity along the sidewalls and long-term pressure management. Prevent loss of tire pressure, prolonging it for long periods (weeks/months).
Technical reports that must be provided:
1. Antimicrobial ABS report;
2. Declaration authorizing the outfitter to use antimicrobial ABS;
3. Lightbar report;
4. Amplifier (siren) report;
5. CAT and CCT in the name of the company that will perform the implementation;
6. Seat belt anchorage report;
7. Stretcher report;
8. Trunk bench report;
9. Flammability test of thermal and acoustic insulation.
Technical Specification: documents to be submitted together with the commercial proposal after accreditation: the company must submit, together with the commercial proposal, the Certificate of Compliance with Traffic Legislation – CAT, referring to the transformation of the vehicle, specifying: make/model/version, together with the basic adaptation project “descriptive memorandum”, in accordance with DENATRAN Ordinance 190/2009, in the name of the bidding company.
Include with the proposal the Technical Report of Thermal Comfort Testing in Passenger Transport Vehicle, RT:2309/23 or RT:2310/23 in the name of the Bidding Company.
Proof that the product to be used in the assembly of the visual system falls within the specification established in this term of reference, through a certificate issued by the manufacturer or supplier, for the transforming company.
Proof that the product to be used in the assembly of the acoustic signaling system with amplifier shall not generate electromagnetic noise or any other form of signal that may interfere with the reception of radio or mobile telephony signals.
A report must be provided proving compliance with standards SAE J575 and SAE J595 (Society of Automotive Engineers), regarding tests against vibration, humidity, dust, corrosion, deformation and Class 1 photometry for the luminous signal and auxiliary lights in ruby color, and Class 2 photometry for auxiliary lights of other colors, when required.
A catalog and/or leaflet of the signaling device written in Portuguese must be submitted.
They shall present reports: flammability to meet CONTRAN 498/2014 regarding non-metallic internal coverings of the patient compartment for the following items: thermal insulation, side wall covering, ceiling covering, floor covering, door covering, partition covering, and seat upholstery; stretcher anchorage tests and registration of the products with ANVISA.
Anchorage test of the seat belt of the storage-bench seat installed in the patient compartment in the vehicle body, as provided in ABNT NBR 14561:2000, in the name of the transforming company.
Anchorage test of the three-point seat belt of the medical seat in accordance with ABNT NBR 6091:2015, in the name of the transforming company.
Flammability report of the ABS covering.
Declaration that the ambulance covering contains antimicrobial additive in compliance with standard JIS Z 2801:2000 and CONTRAN Resolution 498, with proven traceability, in the name of the manufacturing company for the transforming company.
Certificate(s) of proof of qualification for supplying goods compatible with the object of this acquisition, issued by a legal entity under public or private law in the name of the bidding/transforming company.
Proof of registration or certificate of enrollment of the company with the Regional Council of Engineering and Agronomy (CREA);
Certificate of registration with CREA of the engineer responsible for the company.
Report of the oxygen hose; report of the compressed-air hose.
Acoustic and visual signaler – certificate of conformity or laboratory test proving that the visual signaling system to be supplied meets the following standards, in their respective latest editions:
SAE J575 – visual signaler
SAE J595 – Class 1 red – visual signaler
SAE J578 – visual signaler
SAE J845 – Class 1A red – visual signaler.
External lighting – notarized copy or original laboratory test proving that the sequential external luminaires comply with SAE J575 and SAE J595 standards;
Strobes – notarized copy or original laboratory test proving that the strobes to be installed in the headlights comply with SAE J575 and SAE J595 standards.
Warranty: 12 months.
